DANCON - May 20, 2011

The THREE MUSKETEERS
of FIDAC No. 1/FIACI:
On a JOURNEY

It was not too long ago that, during one of our membership drives early of this year, a brother asked Kim, Al and Bryant about some controversies and issues that have been hovering over the DeMolay Alumni Association of the Philippines (DAAP). In fact, such inquiries have already been brought to the attention of some members of the Alumni Chapter here in Davao City.

Such a pertinent question by a brother DeMolay, coupled with other concerns of the Alumni Chapters, led the three (3) musketeers and House of Delegates of the Feliciano Iñigo DeMolay Alumni Chapter No. (FIDAC No.1), legally known as the Feliciano Iñigo Alumni Chapter, Incorporated (FIACI); namely Bro. Kim Louis T. Ledesma, Bro. Winston Randolph B. Gamir and Bro. Bryant A. Go, to pack their luggage and set on a journey to the 14thDeMolay Alumni National Congress (DANCON), hosted by our brethren from the Acacia DeMolay Alumni Chapter No. 35 and the Graciano Lopez Jaena Chapter Order of DeMolay, to once and for all, personally see and hear the true and real story behind the controversies that beset the DAAP.

Relatively, on the 20th of May 2011, the three musketeers headed towards Iloilo City via Cebu bringing with them the hope of our brethren that QUESTIONS be addressed, ANSWERS be given and CHANGES be implemented.

Our flight to Cebu was okay despite the turbulence and horrible landing by the pilot. However, it was the flight going to Iloilo which made a lot of difference to the term ‘easy ride’. It was actually a small plane with two propellers, and Bro. Kim Ledesma even made a joke that the said propellers were ‘jump started’ by a man using a ‘good morning towel’ as a device to start the propellers turning, such as a string is used to spin a top. Such an idea made me and Bro. Randy laugh our hearts out. 

What was worse was when the plane was in the air. Its air conditioning system was set above the normal temperature making the flight a sweat-fest instead of a comfortable ride. We even concluded that there were actually non-air planes, just as there were non-air taxis. Nevertheless, brother Randy Gamir had a good nap during the flight, while I was sweating bullets on my side and could not take a rest.

To make myself pass the non-airconditioned state of the flight, I took some photos, just the same as Bro. Kim, during the flight, and was amazed by the topography and aerial scenes from the skies above Iloilo. From the aerial photography, Iloilo’s grandeur was in its agricultural state. This, however, is only my opinion, considering that we were not able to visit the tourist spots or attractions of Iloilo because of shortness of time. This only means that we need to go back and revisit the place again

Moreover, upon the arrival of the three musketeers at the Iloilo Airport, we proceeded immediately to the Iloilo Grand Hotel where the 14th DANCON was being held. When we arrived at the venue, we went directly to the 2nd Floor to register, and were a bit hesitant to go inside the hall considering that we were actually late due to the delay of the flight to Iloilo.

To our surprise, we were actually on time. The formal session had yet to start, and we still managed to eat our lunch. Mind you, my brethren, the food was excellent and delicious, exceeding our expectations that Iloilo was not only well-known for its beautiful, loving and “malambing na mga kapatid nating Ilongga”, but, for the cuisine as well.

Thereafter, the officer of the DAAP declared a recess in order for the body to prepare for the proper ceremony, wherein we are taken aback considering that it was already late in the afternoon.

Nonetheless, the 3 Musketeers went straight to their room bearing No. 444 and prepared themselves for the proper ceremony. Kim and I wore a barong while brother Randy wore his semi-formal attire, bringing with us the hope of enlightenment that would soon be properly laid down by the August Body.

At the start of the Congress late in the afternoon of May 20, 2011, as directed by the President Rudolph Cocjin, a roll call was made by the incumbent officers of DAAP through Bro. Bobby Ancheta, calling the attention of each House of Delegates present during the DANCON, and to determine whether a quorum was reached. Hence, the start of the 14thDeMolay Alumni National Congress (DANCON) came to pass.

The members of the Board of Directors, composed of Bros. Francis, Vincent and Bobby, were the ones presiding the session. At the start of the session, the agenda was announced and written down on the white board in front of the stage. One of the topics which were to be discussed was about the cases filed against a brother which fall under unfinished business.

When the topic about the reports of the national officers came up, accusations were thrown back and forth between bros Rudolph and Emman. In fact, words, such as “pagnanakaw” and “magnanakaw”, were spoken. Most, if not all, the brothers present were taken aback by the behaviour shown by the supposed national officers (the President and Secretary at that). The bickering was stopped by the presiding officer just in time before any brothers could react.

It was during the start of the program that a brother asked for the minutes of the last DANCON.Interestingly, the Incumbent Officer of DAAP called the attention of the House of Delegates of FIDAC No. 1/FIACI, asking the latter for the minutes of the 13th DANCON in Davao City which the FIDAC No. 1/FIACI could not produce considering that such a question should have been addressed directly to the SECRETARY OF THE DAAP and not to the FIDAC No. 1/FIACI.

Such an inquiry pointed to the House of Delegates of FIDAC No. 1/FIACI raised our eyebrows, yet we managed to relax and just set aside the inquiry made by the DAAP which should have been directed to the Secretary of DAAP. It made us wonder if the DAAP Secretary or any members of the DAAP Officers did in fact prepare the minutes during the 13th DANCON which was their responsibility in the first place.

Worse, when I inquired as to who among the officers of the DAAP were taking down notes of the proceedings or taking the minutes of the session, THERE WAS NO ONE, because the DAAP Secretary had resigned. The previous officers of the DAAP should have prepared for this considering that they had already known about the resignation. We did not even know about this development until that day.

The lack of personnel from the DAAP to take down the minutes of the Congress, in our opinion, resolved the inquiry first hurled to the House of Delegates of FIDAC No. 1/FIACI. The proper question should have been: Did the previous Secretary of the DAAP or any Officers of the DAAP during the 13th DANCON held in Davao City take down notes or the minutes of the Congress?

Moving on, the plenary session which included Chapter Reports/Presentation started late in the afternoon. Subsequently, each President of the Alumni Chapters made a report of their activities and plans during their term, in which the President of FIDAC/FIACI humbly presented the activities they had completed and planned for this year, to wit:


1. JANUARYOF 2011 - Installation on January 29, 2011 of the FIDAC No.1 Officers.

  • Presenting the plans, projects, programsfor the whole year 2011
  • Target for the Year and how to achieve it
  • Website Creation that would be Business Oriented, and made exclusively for the Alumni Members.
  • Creation of different committees to address the same;
  • Officers Meeting every Friday of the 3rd Week of the Month;
  • General Membership Meeting every Last Friday of the Month

2. FEBRUARY OF 2011–On February 11, 2011, the FIDAC No. 1 of Davao City was given a juridical identity or legal personality upon the approval and issuance of the Securities and Exchange Commission’s (SEC) Registration papers bearing Company Reg. No. CN201128679.

Notably, the name FIDAC No. 1 was not approved by the SEC in light of the fact that the “D” for FIDAC has a sound’s like name. So, the members decided to just use the FELICIANO IÑIGO ALUMNI CHAPTER, INCORPORATED or (FIACI) as it’s legal or SEC registered name, for the time being.

On a lighter note, the Director of SEC-DEO, and our Dad Mason Javey Paul D. Francisco advised the chapter, through Bro. Francis Joseph ‘bimbo’ Calolot, the SEC Registration Committee Head, to reapply again the name FIDAC No. 1 before the year end for it might then be approved by the SEC;

3. MARCH OF 2011–On March 12, 2011,1st Fundraising Activity headed by Bro. Randy Gamir was Concert for a Cause, showcasing Sis Juris Fernandez of the famed MYMP,which was successfully held by FIDAC No. 1/FIACI culminating the opening of the DeMolay Week and the Celebration of the 92nd Anniversary of the International Order of DeMolay.

The Two (2) Beneficiaries for the said event considering that the Alumni Chapter of Davao City were 2 non-stock/non-profit organizations:

a. Kythe Foundation (for Cancer Patient Children) and the
b. Balay Dangpanan (Half Way Home for Indigent and Indigenous People)

  • March 16, 2011 – the Active DeMolay of the Feliciano Iñigo Chapter (FIC) Order of DeMolay and the members of FIDAC No. 1/FIACI joined the Parade of the Araw ng Davao.
  • Motorcade celebrating the 92ndFounding   Anniversary of the International Order of DeMolay
  • Sportsfest during the DeMolay Week.
  • March 18, 2011 - Launching of FIDAC No. 1/FIACI Website = “fidacdavao.com”

4. APRIL OF 2011–Fund Raising Activity during the 94th Annual Communication (ANCOM) of the Free and Accepted Masons in the Philippines, assisting the Brother DeMolay Masons during the said activity.

  • On April 29, 2011 FIDAC No.1/FIACI hosted a successful 1919 DeMolay Night 2011for the brethren all over the country from 6p.m. until the wee hours of the morning.

5. MAY OF 2011 – Continuous Membership Drive. To date, we are well within our projected target.

6. JUNE OF 2011 – MID-YEAR Evaluation Meetings and supposed Blood Letting Program, which was cancelled per suggestion by the brothers in lieu of the Activity of the Mason.

Traversing therefrom, after the Chapter Presidents presented their reports to the Body,the President banged the gavel and declared the Congress in Recess.

A sumptuous dinner was served at the Buto’t Balat restaurant, and the fellowship followed. It was indeed an honour to mingle with brethren all over the country. Hearing their different stories made us more comfortable with each other, and we were humbled by their presence. More importantly, the knowledgeable and informative conversation I had with Bro. Onie Siega was worthy of commendation.

On the second day, May 21, 2011, the Three Musketeers proudly wore their Black Polo Shirts with the gold seal of the DeMolay Alumni to the Session Hall. When the 14th DANCON was continued by the President, Bro. Bobby Ancheta requested the different Alumni Chapters to submit their respective proposals to the Body so that the same could be addressed by the members of the DAAP.

FIDAC No.1/FIACI submitted the following proposals:

1. First, to layout the proper procedures or guidelines on amending our constitution and by-laws to properly address the issues and controversies raised before the August Body.
- Relative to our proposal, Bro. Atty. Onie Siega of LKC also suggested that in the absence of ground rules, an amendment committee should be created.

2. Secondly, a need for the creation and the composition of the grievance machinery or committee which will be responsible for setting up the rules and regulations on complaints filed against a member.

However, in light of the proposals, Bro. Bobby Ancheta recommended that since the scope or the subject matter of the amendments was too wide, why not select portions of the areas which must first be discussed.

Subsequently, the Treasurer of the DAAP presented his report to the brethren. As a result, opinions, inquiries, accusations and/or allegations came out in the open.I learned that Bro. Emman James Gonowon, Secretary of DAAP, whom I just met, had alreadyresigned. Bro. Rudolph Cocjin, President, and the Board itself conveyed their respective thoughts and answered the inquiries raised.

Disbursement of DAAP Funds, as well as the whereabouts of the money given by different Chapters was the main issue. A run-down was presented to the Body on the contributions given by different Alumni Chapters which were no longer in the coffers of the DAAP.

What was quite amazing was the fact that during the presentation of arguments, positions, opinions and questions, Bro. Emman James H. Gonowon gave us photocopies of the DeMolay Association of the Philippines Cash Flow and Operational Expenses with a balance of P1,015.55 prepared by Bro. Emman and audited by Jorgen Garcia (DAAP Auditor); an unsigned DAAP Visayas DeMolay Alumni Chapter Official Visitation, Secretary’s Financial Report, Summary of Expenses as of August 31, 2010 with a deficit of P124.00; Financial Statement of DAAP Special Session Collection as of 17 October 2009 amounting to P44,800 signed only by the Secretary;and Financial Statement of DAAP Special Session Collection as of 17 October 2009 amounting to P42,056.25 signed only by the Secretary.

From a careful perusal of the said documents, it could be deduced that it was actually a SECRETARY’S FINANCIAL REPORT.Correct me if I am wrong; is it not the duty and responsibility of the Treasurer to issue a Financial Report or Financial Statement and not the Secretary?  FINANCIAL REPORTS or FINANCIAL STATEMENTS, whether in business or in organizations are always duly prepared and signed by the TREASURER and audited by the AUDITOR. In fact, our supposed By-Laws explicitly stipulate the following, to wit:

“Section 10. Treasurer – The Treasurer shall have charge of the funds, receipts, and disbursement of the DAAP. He shall keep all moneys and other valuables of the DAAP in such banks as the Board may designate. He shall and have charge of the books of accounts, which shall be open for inspection by any member of the Board of Directors, and whenever required, an account of the financial condition of the Association and of all transactions made by him as Treasurer. He shall also perform such other duties and functions the Board may assign to him from time to time.”

“Section 9. Secretary – The Secretary shall give all notices required by this By-Laws and kept for the purpose. He shall keep the seal of the DAAP and affix such seal on any paper or instrument requiring the same. He shall have custody of the corresponding files and all other papers that are to be kept. He shall maintain the Member’s Registry, and have charge of the official publication and bulletin board at the principal office of the Association. He shall also perform all such duties and works as the Board of Directors may from time to time assign to him.”

From the aforementioned, it can easily be discerned whose duty it is to submit a Financial Report. Nevertheless, the Alumni Chapter here in Davao City does not mean any disrespect to any of the members of the previous officers of the DAAP, and definitely would not want to point a finger to any brother, and solely blame him for the fiasco. Simply stated, it takes at least two to tango.However, the question still remains, was there malversation of DAAP Funds? I believe, it is for every Alumni Chapter to decide or discern, nor would FIDAC No. 1/FIACIlike to pre-empt something which definitelyis notour cup of tea.

Besides, a brother should always be presumed innocent until proven otherwise. One thing is for sure: there have been a lot of irregularities committed whichhas led to the loss of funds from the coffers of the DAAP. This matter shouldn’t be taken lightly. Somebody or someone has to be held accountable for the loss of funds.

Unfortunately, the DAAP do not even have its own set of rules and regulations.It’s Constitution and By-Laws have not even been amended or revised. This is the precise reason why there have been irregularities committed. Thus, theprinciples of check and balance, transparency and accountability were not observed.

Nonetheless, despite the numerous statements made by the DAAP officers, it was the opinion of the Musketeers and some members of the DAAP that issues and questions were not directly and properly answered during the plenary session. It even added up to more dilemmas.

As a result, the Officers of the DAAP set aside the issue and moved on to the much awaited portion of the Alumni Congress; the ELECTION OF OFFICERS.

Mind you, my brethren, there were a lot of requests, suggestions, and even recommendations conveyed to us by our brothers before we even came to the Alumni Congress. However, we lived up towhat our Alumni Chapter expected of us. Let us not forget that a COUNTRY is a DEMOCRACY, and we intend to exercise our rightsin the way that our conscience and our hearts tell us.

Sadly, before we could even start the elections, there are questions that must be addressed first before an election can be had. One: IS THERE A QUOROM? But then again, if we delve ourselves into such a technicality, then we will not be able to have an election, which the majority will surely oppose.

To be honest, the majority of the House of Delegates wanted an election,which was actually proper at that moment, in lieu of the controversies that surrounded the previous administration. Absentee Voting and Nominations were also raised if it was allowed, since a lot of the brethren from different Alumni Chapters wanted Bro. Rodel Riezel Reyes to be the President. If brother Riezel only allowed himself to be nominated despite his absence, then surely we would have won the Presidency.

Surprisingly, when we were about to start the election process, Bro. Emman manifested before the members of the House of Delegates that it should be determined who amongst the Alumni Chapters actually registered before the DAAP, clearly suggesting that if you had not registered, then you technically had no right to vote.

Such a manifestation prompted the House of Delegates of FIDAC No.1/FIACI to vehemently react on the issue brought up by Bro. Emman. In fact, Bro. Randy Gamir, with the conformity of the House of Delegates of FIDAC No. 1/FIACI, immediately went to the microphone and declared to all Brethren, that if the registration of Alumni Chapters will be the test or requirement for a House of Delegates to exercise their right to suffrage, then FIDAC No.1/FIACI will no longer attend any DANCON and would surely walk-out from the Congress.

The emphatic reaction of the House of Delegates in Davao City did not necessarily mean that we do not want to pay the Annual Dues of the DAAP for all Alumni Chapters. We could actually, there and then, have remitted the amount, but, with all the anomalies and irregularities being committed, we would rather have had the election first and then pay later.

The House of Delegates of the Davao City just wanted to get their money’s worth, know where it was going, and who was going to disburse it and for what purpose. We did not want to re-experience the dilemma with respect to the funds of the DAAP.

We just wanted transparency and accountability for all actions with respect to the money which our brethren entrusted to the DAAP. If we allowed the same problem to come up again, then, what was the point of putting up DAAP in the first place?

Honestly, FIDAC No. 1/FIACI was more concerned on building and strengthening the Alumni Chapter and its membership again. We wanted to focus on our Alumni Chapter and on how we could revitalize its members in lieu of their many concerns; more importantly, the money they paid for the DAAP ID. It has been years, yet they were not able to see a single DAAP ID.

In light of the comment of Bro. Randy Gamir, the Board of Directors decided to have a recess and convene the Presidents of All Alumni Chapters to decide on the issue brought up by Bro. Emman, as well as the issue on who could actually vote.

After the meeting of the Presidents of All Alumni Chapters in attendance, the Body decided that All Alumni Chapters in Attendance should have the right to vote even if they had not paid their annual dues to the DAAP yet. Likewise, it was determined that only three members of the House of Delegates representing their Alumni Chapters should be allowed to vote, and there be no Absentee Voting.

Nominations then ensued for the Position of President. Bro. Ibarra “Barry” Poliquit was nominated by his Chapter Brother same as the incumbent President Bro. Rudolph Cocjin was nominated as President. Amazingly, our brethren from the Leon Kilat Chapter (LKC) nominated Bro. Bryant A. Go for the Position of President, which the latter declined in view of so many pending legal problems of the Indigenous Peoples in Mindanao, as well as the referred problems, which he needed to address and facilitate the resolutions thereof. As much as he wanted to serve the entire membership, his prior commitments must first be entertained. Moreover, he, along with his local brothers, had the FIDAC No. 1/FIACI membership that they needed to rejuvenate.

Bro. Rudolph Cocjin was disqualified since he is the incumbent President, and thereafter, Bro. Bobby Ancheta nominated Bro. Vince Villareal thus the position of President was between brother Barry and brother Vince. Consequently, Bro. Barry Poliquit(16 votes) won the election as the President with a slight margin against Bro. Vince (12 votes).

Subsequently, nominations for other positions of the DAAP followed. As a result, positions of officers of the DAAP had been filled, except the positions of Jurisdictional Vice President for Northern Luzon and Western Visayas which would soon be announced in the absence of the attendees from said Alumni Chapters. All three delegates of FIDAC No. 1/FIACI were nominated and elected to different positions, Brother Bryant Go – Board of Director at Large, Brother Randy Gamir – Board of Director for Mindanao, and Brother Kim Ledesma – Jurisdictional Vice President for South Central Mindanao.

After the elections, questions had yet to be answered. Was there a malversation of DAAP Funds? If there was, who were to be made accountable for it? Was there an impartial investigation to be conducted in lieu of the accusations being raised? These were just some questions that I believe the present administration should not take lightly.

Nonetheless, whatever judgment the present administration would take, let’s hope that it is the best course of action. So long as it is for the GOOD OF THE ORDER.

The experience the THREE MUSKETEERS had during the 14thDeMolay Alumni National Congress (DANCON) in Iloilo, somehow gave rise to the proposal for the amendments, revision or,if necessary a total overhaul of the existing DAAP Constitution and By-Laws. In addition, Committees should be formed, more importantly the following, inter alia:

1. AMENDMENT/REVISION COMMITTEE who will be in-charge to study the DAAP Constitution and By-Laws, and amend that which needs to be amended or revised or to totally change the DAAP Constitution and By-Laws;

2. GRIEVANCE MACHINERY/COMMITTEE who will handle all matters with respect to complaints filed against a brother and issue recommendations and disciplinary sanctions, bearing in mind the due process clause; who will probably set the rules and regulations appurtenant thereto;

3. ELECTION COMMITTEE who will set the ground rules on elections and all other aspects of the election process;

4. EMERGENCY AND DISASTER COMMITTEE who will monitor the status of different Order of DeMolay Chapters and Alumni Chapters whose member/s might be experiencing natural disasters or calamities that the DAAP, in cooperation with different Alumni Chapters in the Philippines and abroad, could actually lend a hand. Remember my brother, there are brothers who are in Distress but are reluctant to ask for assistance. Why not form a committee who will focus on coordinating with different chapters to ascertain this scenario.

5. INFORMATION COMMITTEE in coordination with the 9   JVP’s who will take the responsibility of knowing the individuals/brethren/dads/sisters, which should and must be invited, honoured and acknowledged in every DANCON Installation. This proposal came into being in light of the incident that transpired; wherein our sis ALMA RAFAELLA TAYO, PHQ and GRAND GUARDIAN of the Grand Guardian Council of the Philippines, and sis JHO ESTERON, PHQ and BETHEL GUARDIAN of BETHEL 4, who hailed from Iloilo City, where the 14th DANCON was held; were not properly informed of nor addressed atthe said Congress.

Although, this is not the usual practice of the DAAP, as mentioned by a brother, but this is a matter that should and must be addressed by the entire membership. We believe in our hearts that we belong to a Masonic Family. Yet, we cannot even do what is right and what is proper for members of the Masonic Family. I think, this is high time that we do something about this.

6. MENTORING COMMITTEE of the DAAP who is responsible of creating or establishing ways and other method on how to develop the Chapters of Active DeMolays all over the Country, if possible in coordination with the members of the Advisory Councils.

To determine the limitations of the participation of the DeMolay Alumni to the Active DeMolay Affairs, which should then be incorporated with the DAAP Constitution and By-Laws.

This scheme would harness the relationship between the Alumni DeMolay Memberships and the Active DeMolay Memberships. It bears to note, that the Active DeMolays will soon become Alumni DeMolays. Thus, it would be more advantageous if the Active DeMolays will know how the Alumni DeMolays work in terms of developing the Active DeMolay Memberships.

Having said the foregoing, let us keep in mind that, despite all of the financial and administrative controversies and problems surrounding our brotherhood and Masonic family, we must be vigilant in preserving our ideals and spirit of brotherhood. Nevertheless, we must not ignore and disregard the concerns of our brothers nationwide. We still need to make those accountable fess up to their responsibilities, as brothers Demolay, and to regain the trust reposed by our brothers.
What we experienced during the 14th DANCON has opened our eyes. It has made us realize that we, FIDAC/FIACI, should seriously look into our own situation and come up with the best association set up if we ever want our own chapter to flourish.
Finally, let the newly elected officers of the DAAP keep the seven candles burning, and make the light of Demolay shine brighter in all that they do, especially among other Demolays so that they may, once again, be proud of their leaders.
